Cyril Uchenna Gwam is a training officer in a Un=
ited
Nations (UN) Specialized Agency, the World Meteorological Organization (WMO=
),
the authoritative voice of the UN in the field of weather, climate, water,
energy and environmental matters. He is involved in the training activities=
in
the WMO. He has been in the Organization since 1997 having been seconded fr=
om
the Nigerian Foreign Service as a Minister-Counsellor.
While in the Foreign Service, which he joined in= 1981, he served in many capacities within and outside Nigeria. In Geneva 1993 to = 1997 he was the Head of Political, human rights and environment. He participated= and chaired many international meetings. He was the chair of the drafting commi= ttee of the Rules of Procedure for the first Conference of Parties on Climate Change, and on Toxic Wastes and Human Rights in the World Conference on Hum= an Rights held in Vienna, Austria in June 1993. He was the spokesperson for Africa on numerous world conferences and international negotiations such as the Vienna World Conference on Human Rights on Debt Crisis and Human Rights; and on International Humanitarian Law and Human Rights. He coordinated Africa in t= he first United Nations Biodiversity Meeting in Geneva, Switzerland in 1995. <= o:p>
In Nigeria, he was the Special Assistant to the Nigerian Chief of Protocol and later the Head of Welfare, Conferences and Ceremonies in the Nigerian Foreign Service. He organized many seminars, conferences and summits in Nigeria. He participated in the Organization of = OAU summit in Nigeria and many ECOWAS summits. He has participated in the organization of and protocol arrangements for many visits of Heads of State= to Nigeria. Prior to being in Protocol, Mr. Gwam worked with International Economic Dept, Ministry of Foreign Affairs as a 2nd Secretary from 1981 to = 1983 and in Egypt as the Student, visa and Consular Officer from 1983 to 1986. <= o:p>
Mr. Gwam has traveled to all the 5 continents of=
the
world. He is a member of many professional bodies, including American Socie=
ty
of International Law (ASIL).

Law,
San Remo Institute of Humanitarian Law, Certificate in International
Negotiation and international Humanitarian and Human Rights law, (CASIN), P=
h.D
(International Law .) Leicester University, UK/Preston University, USA, M.Sc in International Relations (U=
nife),
Nigeria 1980 and B.Sc (Pol Sc), Uniben, Nigeria in 1978, Mr. Gwam is well
rounded. His wealth of international and domestic experience will be of imm=
ense
benefit to any organization. He has attended many training courses.
Mr. Gwam has written extensively in many renowned
academic journals in international politics and in international law. Some =
of
these journals are the University of Kentucky Journal of Natural Resources =
and
Environmental Law, Brown Journal of World Affairs, Florida Journal of
International Law, Cambridge University/Bradford University Journal of
Humanitarian Law,Human Rights Quarterly, Finnish Year book of International
Law, Yearbook of International Environmental Law, etc.
His
writings and lectures, particularly in international law and in internation=
al
relations, have earned him many honors.&nb=
sp;
He was named amongst the “2000 Outstanding Intellectuals of the
21st Century (Second Edition) in honor of Outstanding Contribution in the f=
ield
of International Relations and International Law” by the International
Biographical Centre, Cambridge, England. Mr. Gwam was also named in the 2004
Marquis Who’s Who in the World (2nd Edition). He has
previously been named in Who is Who in Climate Change Process that was
published by the Climate Change Secretariat, Bonn, Germany.
